As Rosa follows the trail—from the newsroom to Holyrood, from labs to hidden estates—she uncovers a dangerous operation that’s already claiming lives. With help from a tech-savvy colleague, a retired detective, and her father’s old-school instincts, she risks everything to expose the truth. But the people behind the Whisper Project don’t lose quietly. The Whisper State is the first case in the Rosa Underwood Dossier—a gritty, atmospheric political thriller set in the dark heart of modern Scotland.
